Problem: 
#1.) Customer has about 100 new TMS320C32-40Mhz E&EA  silicon targetbds , experencing on about 10% of the bds won't  communicate with the MPSD\XDS510  Emulator  System TI version 5.2 Gets emulator Error 
" Can't Initilizing target System, check Cable I/O & power."
#2.)  Erratic, or erroneous Emulator behavior.

#1.) TI tools are not upward compatible. When the Emulator is invoked, the REV ID on the DSP is scanned, if the emulator, doesn't recognize the device, it will issue the  above standard error message. Contact your DSP distrubutor for update , or TI tools upgrades at 214-638-0333 , FAX in order 214-638-6570

#2.)
a.)  Should turn off PC, connect MPSD cable to XDS510 card, plug the  MPSD cable pod, connector into the target system.
b.) Power on Target system, and verify that you have power on pin 7 of the MPSD target header connector,  see pg 2-2 of the MPSD EMU Technical Reference #SPDU079  on website www.ti.com Note, pin 8 is keyed.

#3.)
a.) Verify that your  target meet the MPSD requirments ,pullups on TMS0,TMS1,EMU2 and that the MPDS header is less than 6 inches from the DSP chip . Verify MPSD signal's to pg 2-4  of the MPSD EMU Technical Reference #SPDU079  Please trigger your Scope,on emu0 ,should  toggle.    If fail's , do step # b.)
b.) XDS510 Diagnostic code,   on our FTP site at,    ftp://www.ti.com/mirrors/tms320bbs/ Download,& go through,  XDS_DIAG.EXE   test for uniprocessor & multiprocessor for Dos & Sun if the XDS510 Fails , contact Factory repair, Jon Nanaz. 281-274-2285  9:00-5:00 Central
#4.)
For C32 silicon marked  EA  below the TMS P/N , you'll need version 5.2 EMU debugger . Bring up the system as follows, 
a.) invoke the TI emurst.exe   should get a " Hardware Reset OK" Message.
b.) Issue a DSP hardware:Reset, on the Target bd that you have the MPSD connected to , via SW, or toggle the power. 
c.) Invoke the emu3x .  #    Note, for MC mode,  in your emuinit.cmd file you should have a line
MA 0x0,1000h, ROM
d.1)type RESET on the EMU command line prompt , in MC mode, you should see it jump to internal memory map address (approx) 045h  If not, type on prompt , DASM 045h     This is the on chip boot ROM , should look simulor to pg B-4 of the 1997 C3x User's Guide (UG).
d.2) In MP mode , the target system must achieve a valid reset, so at address 0x0  there must be a valid vector address. The emulator will not operate properly, without achieving a valid reset, and will operate erroneously.

#5.) Verify at DSP pins, the following signals, if possible, using a Scope. Ready input must = 0VDC ,MCBL/MP=5VDC\GND , SHZ=5VDC, HOLD=5VDC , all VCC&Gnd pins must be connected . H1 half the INCLK ,and should be clean. Verify per appropriate SPEC sheet . 
#6.) Verify DSP Reset, per SPEC sheet #SPRS035 pg 29 . The DSP requires a the reset pin to be helt low for 10 H1 cycle's , during which time the input clk CLKIN is clean and valid. Most oscilator's, require a much longer time around 500ms to become stable, and provide a good CLKIN. 
#7.) a Last dig efforted, will be to Verify all signals on the DSP chip , and compare them to the Reset value's pg 7-21 C3x UG 1997 #SPU031E. 
#8.) Replace  the DSP chip , re-do appropriate steps. Be sure to follow proper  re-work procedure.
