  Ignore /etc/rmt.  Treat /dev/MAKEDEV{,.local} as an etc file.

  If the file is managed and modified relative to the database, but the
  new file is byte-for-byte (cmp -s, really) identical to the file in
  /etc, then copy the new file to /etc and update the database.  This
  case happens on NetBSD when 'postinstall fix' updates a file that it
  thinks the user isn't supposed to change.  Now that binary updates
  invoke postinstall fix, the previous strategy of running etcmanage
  --up before postinstall is no longer viable.
